Ontario’s Human Capital Priorities Stream is aligned with Express Entry and selects foreign skilled candidates from the Express Entry pool to apply for permanent residency in the province of Ontario. This stream is part of the Ontario Immigrant Nominee Program (OINP).
Candidate must be accepted and have a valid profile in Immigration Refugees and Citizenship Canada’s (IRCC) Express Entry system under the program Federal Skill Worker Class or Canadian Experience Class. Ontario searches the Express Entry pool for required candidates who meet stream criteria and other requirements. Ontario then invites candidates from the Express Entry Pool by sending Notifications of Interest (NOI’s) to submit applications for provincial nominations on the basis of CRS scores and in-demand occupations, which differ from draw to draw. After receiving a nomination from Ontario, the candidate is required to apply for permanent residence through Immigration, Refugees, and Citizenship Canada (IRCC). A job offer is not mandatory for this stream. OINP conducts draws specific to tech, health, and priority occupations.
Eligibility:
The candidate must have a valid profile in the IRCC Express Entry System and receive an invitation to apply online from Ontario by showing interest in immigrating to Ontario.
Work Experience:
- For the Federal Skill Workers Program, your work experience must be at least 1 year continuous in the last five years, paid, and in the same primary occupation you mentioned in your Express Entry Profile (it can be full-time or equivalent part-time) in National Occupational Classification (NOC) 0, A, or B. Experience in Canada and abroad are both eligible.
- For the Canadian Experience Class, you must have at least 1 year of cumulative paid (full-time or part-time) work experience in NOC 0, A, or B in the last three years in one or more occupations as you mentioned in your express entry into Canada while living legally. Co-op work is not valid for CEC.
Education:
For the Federal Skill Workers Program, you must have a minimum bachelor’s, master’s, or PhD equivalent degree in Canada or abroad. If candidates have foreign education, then ECA is mandatory, and applicants are required to inform the ECA organization to send a report directly to OINP.
There is no specific education requirement for Canadian Experience Class.
Language:
For the Federal Skill Workers Program, you must have a valid language score of CLB 7 or higher in all four competencies of English or French. The test must be less than two years old when you submit your application.
The Canadian Experience Class language requirement depends on your work experience at the National Classification Category (NOC) TEER level.
Below is the minimum score required for all four language abilities.
For TEER 0 or 1, CLB 7
For TEER 2 or 3, CLB 5
Fund:
You must prove that you have enough money to support yourself and your family members when you settle in Ontario. You can meet this requirement in different ways as per your situation.
If you are applying under the Canadian Experience Class, you don’t need to show proof of funds to support yourself and your family.
Intention to live in Ontario:
You must show your intent to live in Ontario by showing your ties to the province.
Legal Status in Canada:
If you are in Canada, then be there legally.
If you apply under the Federal Skill Workers Program, then you must meet the minimum 67-point criteria.
Application Timeline:
You have 45 calendar days to apply to OINP for nomination after receiving your notification of interest through the OINP e-filing portal.
Application fee:
$ 1500 CAD
Average Processing Time:
30 to 60 days. It may vary depending on the file.
If your application is approved, you will receive a nomination approval letter and an OINP Certificate of Nomination. OINP will then enter your nomination details in your express entry. You have 30 calendar days to accept a nomination. After accepting nomination, you will receive 600 additional CRS points in your Express Entry profile, which will lead to a confirmed ITA for permanent residency in the next round of invitations from the IRCC.
